If Waymo's vehicles are getting into 1/3rd as many crashes, that accounts for all the crashes their driver would have caused, PLUS avoiding 1/3 of crashes where the other driver is at fault; meaning the system is slowing/stopping even safer, and should not be accused of unsafe sudden stops.

There are other factors, I think Waymo doesn't even try to drive in snow, etc. If Waymo's only drive in the safest situations, their record can be better just from that.
